response organisation. Our international response centre in Southampton, England and our Alliance partner East
Asia Response Limited in Singapore are on standby 24 hours a day 365 days per year to provide an
immediate global response to oil spills whenever and wherever they occur. Our own Hercules aircraft allows the
mobilisation of personnel and equipment without delay. Our experience in oil spill response enables us to deliver
training and consultancy services that are both practical and current. Services include contingency planning,
audits, exercises and environmental reviews.

The International Oil Pollution Compensation Funds (IOPC
Funds) are part of an international regime of liability and compensation for oil pollution damage caused by oil
spills from tankers. Under the regime the owner of a tanker is liable to pay compensation up to a certain limit for oil
pollution damage following an escape of persistent oil from his ship. If that amount does not cover all the admissible
claims, further compensation is available from the IOPC Fund 1992 if the damage occurs in a State which is a
Member of that Fund. The IOPC Funds are financed by levies on certain types of oil carried by sea. The levies
are paid by entities which receive oil after sea transport, and normally not by States. Anyone who has suffered
pollution damage in a Member State may make a claim against the IOPC Funds for compensation. Information on the
types of claims which are admissible can be found in the Claims Manuals.

Marine oil pollution is a constant threat to the waters, marine life,
vegetation and coastlines of the Gulf countries. The past two decades have also seen a dramatic growth in the
oil production and transportation activity in the region. The construction of platforms, loading terminals, sub-sea
pipelines and continued offshore drilling has made the Gulf one of the world's high-risk areas with regard to the
safety of marine life and protection of coastlines. Against this backdrop of continual expansion of offshore oil
production and the corresponding threat posed by potential oil spills, GAOCMAO took its birth.

The Federal Environmental Agency was established in UAE on 4 February 1993 by Federal Law No (7) of 1993 to protect and develop the Environment within UAE, to determine the necessary plans and policies to safeguard it from damaging activities, particularly those affecting human health, agricultural crops, wildlife, marine life, other natural resources and atmosphere, to implement such plans and policies and to take all suitable measures and actions to prevent deterioration of the environment, to combat environmental pollution of all kinds and to
